Ten policies to benefit Yunnan people in 2025
The third session of the 14th People's Congress of Yunnan Province opened in Kunming city on January 18, and the government work report laid out ten practical policies to benefit the people in 2025.

1. Expanding employment
More than 15 million rural laborers in the province will be transferred to work in other places, and more than 500,000 new jobs will be created in Yunnan cities and towns. The government will give at least 8 billion yuan of guarantee loans to 10 types of business start-ups, helping at least 40,000 persons to start their own businesses.
2. Servicing the old and the young
Provincial basic old-age insurance for urban workers will cover 9.7 million, with the participation rate remaining above 95%. A total of 6,000 houses for the elderly in need will be adapted to better suit for their aging. Special actions will be implemented for at least one million teenagers and young students to protect their mental health.

3. Silver talents program
Yunnan will invite in and hire 3,600 silver-aged senior talents, including 1,550 teachers, 1,000 doctors, 650 engineers, 100 scientists and 300 technicians.
4. Educational plan for sports and arts
The province will send 3,600 outstanding college students to primary and secondary schools in rural areas, where they will teach sports, music and fine arts. The schools are short of such teachers, and their arrival will improve local education.

5. Safety plan for campus food
Yunnan will step up the supervision on campus food safety and the standards of primary and secondary school canteens. It will evaluate students’ meals from 98 suppliers on site, regularly supervising school canteens, school-food suppliers and student-meal distributors.
6. Program for children's health and bio-vaccines
A provincial level III medical center with intensive care for children and newborns will be build up, together with five level II children's emergent care centers in prefectures/cities and 70 level I stations for children's first aid in counties, as well as a children's care network covering towns and villages. Free HPV vaccines made in China will be offered to eligible Grade 7 girls across the province.

7. Improving quality of legal aid
Legal consultation services will be provided to 300,000 persons with financial difficulties or up to requirements, and 80,000 legal-aid cases will be handled.
8. Solving typical environmental problems for the people
Based on complaints reported to the central inspectors or other complaining platforms, Yunnan will select and tackle 100 outstanding eco-environmental problems that are affecting the people’s daily life.

9. Improving rural living environment
The province will speed up the construction of villages that are livable, beautiful and suitable for businesses. Decent toilets will cover 78% of rural households, waste treatment facilities will cover 95% rural families, and sewage treatment/control will reach 60% of rural households.
10. New roads benefiting the people
Yunnan will build up or improve 10,000 plus kilometers of new rural roads, over 30 towns and townships will be accessed by level III roads, and more than 3,000 natural villages and villagers’ groups will see their country roads cemented. 85 expressway service areas with large traffic flow will be equipped with more charging piles for electric cars.
